#9295: Add an spkg-check file for Python

 Despite the pivotal roles Python plays in Sage, the Python package is not
 tested by running "make test" even if the variable SAGE_CHECK is set to
 yes. This patch ensures it does get checked in such cases, by adding the
 file spkg-check, which gets run if and only if SAGE_CHECK is set to yes.

 The ticket is based on that at #9041, which has already received positive
 review, and includes some other python fixes. Since that is not merged,
 I've just left the patch level unchanged at .p9, but added another entry
 to the SPKG.txt file under .p9

 Thank you to François Bissey who bought to my attention that 'make test'
 would test the python package.
