By reading the source in the atlas spkg, I've figured out more precisely
what ``SAGE_ATLAS_LIB`` does, and documented it. (This is perhaps not
what it should do: I've had success building Sage including some library
files ending in .so and others ending in .a, so perhaps SAGE_ATLAS_LIB
should check for either liblapack.so or liblapack.a, etc.? Anyway, that
belongs on another ticket.)
