There is also little point in keeping 0.9.8 in Sage! It's next to
impossible to use 0.9.8 for anything serious, as it's not supported, it is
known to be buggy in one or another way (one can dig this up in cvxopt
archives, if needed), there are no easy to find examples to look at for
0.9, etc etc etc.
Sticking to 0.9.8 is the same as having no cvxopt in Sage at all...
