New description:

 See #7736 (a bug this will fix), #8453 (last pari upgrade).

  * Download the new pari spkg from
 [http://cage.ugent.be/~jdemeyer/sage/pari-2.4.3.svn-12577.spkg]
  * For the genus2reduction spkg, see #9591
  * For the lcalc spkg, see #9592
  * There is a small dependency: #9595 is needed to fix all doctests.
  * Download a complete sage distribution with patches #9343, #9591, #9592,
 #9595 applied from
 [http://cage.ugent.be/~jdemeyer/sage/sage-4.5.2.rc1.newpari.v0.tar]

 TODO:
  * Fix doctests marked with "9343 not tested" in
 elliptic_curves/heegner.py and elliptic_curves/ell_rational_field.py
  * Get somebody to review this :-)
