Looking at how differently `sage.misc.getusage.get_memory_usage` works on
different types of systems --- in particular, the precision varies --- I
think we'll also need to weaken the test to `get_memory_usage(t) <= 0`, as
John suggests. I don't know if there's a good general answer.
Does the iras test, when it fails, always give `-0.28125`?
