Comment(by jhpalmieri):

 After going through the above steps, if I also delete the old libpari-gmp,
 then I get
 {{{
 ImportError:
 dlopen(/Applications/sage_builds/sage-4.6.alpha0-upgrade/local/lib/python2.6
 /site-packages/sage/rings/complex_double.so, 2): Library not loaded:
 libpari-gmp.dylib
   Referenced from:
 /Applications/sage_builds/sage-4.6.alpha0-upgrade/local/lib/python2.6
 /site-packages/sage/rings/complex_double.so
   Reason: image not found
 }}}
 If I touch complex_double.pyx and "sage -b", there is no change. Touching
 all of the py, pyx, and pxd files in the libs/pari directory also triggers
 a rebuild of complex_double.pyx, and also doesn't help.
