I consider the "{{{touch}}} issue" a bug in {{{module_list.py}}}, since
PARI is not directly used by those extension modules (but listed in their
{{{libraries}}}, and therefore gets recorded in the list of needed
libraries).
Explicitly linking against PARI would then only be necessary if we built
some ''statically'' linked executable. Or is this also required on some
systems like Cygwin? If so, we should make use of {{{uname_specific()}}}
there, too.
