 * Of course it does not produce good random numbers, duh!

 * I'll remove the erroneous "0" in the return.

 * The GNU libc rng implements other `rng_state.rng_type` random number
 generators. Those were deleted. I intentionally did not remove this field:
 save `sizeof(int)` in exchange for more code changes?

 * its basically impossible to write portable code without C99. Pick any
 Sage component and I'll bet you there is a 16-bit machine out there that
 will break that code :-)

 * the "portable_" prefix is just to distinguish it from the libc
 functions.

 * The output is indeed the same for `seed=0` and `seed=1`. Same for the
 GNU libc `seed()` function.
