 Did you rebuild all dependent packages, i.e. use `SAGE_UPGRADING=yes`?

 What MPIR versions do you have in `local/lib/`?

 I guess the locale issue is a minor thing (hopefully). Perhaps Bill knows
 better.

 (I almost always build with `LC_ALL=C`.)
