I'll attach updated `spkg/install` and `spkg/standard/deps` files. The
only dependency is mpir, so its pretty simple.
I did start a discussion thread on sage-devel about making it a standard
spkg here:

Nobody objected and Andrey, Dima, Marshall, and I were in favor.
