Here's a rebased version. As far as coordinating with #9433, some
rebasing may be required, and I can add "VERSION.txt" to the .hgignore
file in the new Sage repo. I'll make the change to .hgignore now, but I'm
going to wait for any rebasing until one or the other ticket has at least
a positive review.
