The change in Sphinx is documented
[http://bitbucket.org/birkenfeld/sphinx/changeset/82508227409c here]. It
was patched to allow people to use unicode characters (like a unicode "not
equals" sign, rather than using \neq) in math and have them typeset
correctly.
