Yes, but not (necessarily) exclusively. ;-)
(Almost all build scripts append or prepend to `CFLAGS` etc., which is
convenient if one only wants to add e.g. "`-g`", "`-march=native`" or
"`-mcpu=i486`". Here we want the former...)
