Just for the record: I'll also update the MPIR spkg s.t. we can get
"tuned" `CFLAGS` from it (essentially some potentially better / more
specific `-march=...` for non-x86 systems).
The current GMP-ECM spkg uses `-march=native` on x86 / x86_64 systems.
