If there's a chance of getting it into 4.6.1 (and the authors are willing
to open follow-up tickets ;-) ), yes.
I'm not the release manager, but other spkg updates / changes have been
postponed to Sage 4.6.2. Clearly Maxima is also a "central" package in
Sage, so any upgrade carries the risk to break potentially a lot, or at
least more than other spkgs hardly used within Sage.

Certainly not... :D
(Otherwise I would have expected you to incorporate them if necessary. But
I see your ECL package is "fresh"; I first thought you just took some
"old" one since there were not many comments on it on the ticket, and no
patch or diff attached.)
