improved base ring conversion for polynomial rings, I noticed that
`_lmul_` for p-adics returns None (quite a bug).
For the record: this *might* be intentional. The coercion protocle
does specify that the arithmetic operation may return None
under certain circumstances to state that, after all, they can't
handle that operation, and some other approach should be tried.
