 I may have made mistakes, but I tried to do this, starting with
 sage-4.7.rc4:

  - install the new python spkg
  - install the new setuptools spkg (from #11363)
  - apply the patches from #11244 to the main Sage library
  - apply the patches from this ticket with "build" in their name -- some
 of these didn't apply cleanly, so I had to work around that.

 I used that to build a new version of Sage (using "sage -sdist ...").  The
 tar file is here:

 On sage.math, I've been able to untar this and build Sage, although tests
 haven't run yet.  You can also try upgrading, although I haven't tested
 this at all: run
