I don't speak German so I can't help with the real review, but I would say
this: rather than including the patch to `doc/common/build_options.py`,
you should instead set the dependencies for this ticket to #9725.
(Actually, I just set the dependencies so you don't have to, but you
should remove that part of the patch file.)
