I think the elephant in the room is #11073: remove the spkg/base repo, add
a mechanism that adds the absolutely necessary files to the tarball (or
directly downloads them for upgrades) without depending on
bzip2/mercurial/.... Then `pipestatus` would just one of those "base"
scripts and everything would be taken care of automatically. So perhaps we
should make this ticket just contingent upon #11073 and focus our energy
there.
