I suggest to proceed as follows:
* Here, I propose to refactor the plural stuff from #4539:
`NCPolynomialRing_plural` inheriting from `MPolynomialRing_libsingular`,
and separate rings from their elements.
* On top of it, implement quotients of both polynomial rings and
g-algebras in #11878.
