#11926: "make build" should run Sage once

 In a multi-user environment, the user compiling Sage must run it at least
 once to generate the `sage-current-location` file, generate `.pyc` files,
 update package-config files.

 The proposed fix is: in the top-level Makefile, if `local/lib/sage-
 current-location.txt` does not exist, do a dummy run of Sage.
