New description:

 eclib has changed a lot since the last upgrade, mostly in parts which do
 not affect Sage much, but there are exceptions, for example the handling
 of bounds in saturation for elliptic curves over Q (see #10840).

 The new spkg is at
 http://www.warwick.ac.uk/~masgaj/ftp/eclib-20120115.spkg.

 After installing it (and before "sage -b") apply the patch also.

Comment:

 I have updated the new spkg which is now called eclib-20120115.spkg and is
 based on the actual latest existing spkg which has existed since #11354.
 The patch to the Sage library did not need to change.  So the instructions
 remain the same, apart from the new spkg name.
