For the CC, CFLAGS stuff we could imagine that someone wants to test MPC
with different flags from mpir. You could argue that if that's the case,
it should be done outside Sage, or that the user is smart enough to
modify the spkg. Anyhow, I agree that this should not prevent positive
review.
I cannot test the spkg on exotic architectures, i.e. mainly Solaris, so
that I don't put it as positive review.
Otherwise the package looks fine for me now, so Jeroen, if you tested it
on such architectures, you can go ahead and do it.
