 I have updated th spkg on the old location (hence, if you download it
 again, make sure that you have the correct version, because sometimes wget
 is cached!).

 Changes:

  * If `SAGE_SPKG_INSTALL_DOC=yes` then the documentation is locally
 created, and copyied into SAGE_ROOT/local/share/doc/p_group_cohomology.
  * I tried to allow parallel make, but `MeatAxe` would fail. I do not have
 the energy to fix it right now. At least, I am now reverting the old
 setting of `MAKE` as soon as `MeatAxe` is built, but apparently for
 installing the Cython modules it doesn't help.

 Ready for review, anyway.
