Why don't you simply remove lines 179--189 regarding PYTHON? I don't
think it serves any purpose anymore. Also, it shouldn't be needed for
upgrades since `PYTHON` is only set by the old `spkg/install` and
`spkg/install` is always immediately upgraded.
