I guess, just to be as specific as possible... in case someone needed it.
I can't foresee all uses. But, for example, if someone wants to run
`simplex_then_intopt`, she might want to set `timelimit_intopt` much
higher than `timelimit_simplex`, because she knows that, in general,
integer optimization takes much longer. Whereas if `simplex` doesn't end
relatively quickly, there could be a bigger problem altogether.
