explicitly links against `blas`, this is bad. From the cvxopt
`patches/setup.py.patch`:

used or not there at all. Of course all modern systems have a `libblas.so`
somewhere so the linker finds it, notes that it is not used, and proceeds.
Except that on Hawk, I guess, there is no system-wide `libblas`. We should
proceed removing blas in this ticket and then fix cvxopt on second-tier
platforms later.
Perhaps this ticket should get #13160 as a dependence. One thing I checked
is that it appears to work on OSX 10.6.8, both with native blas/lapack,
and with Atlas 3.10 from this ticket. I imagine #13160 can get finalized
quickly.
