 proceed removing blas in this ticket and then fix cvxopt on second-tier
 platforms later.


 Perhaps this ticket should get #13160 as a dependence. One thing I checked
 is that it appears to work on OSX 10.6.8, both with native blas/lapack,
 and with Atlas 3.10 from this ticket. I imagine #13160 can get finalized
 quickly.
