WoW!This is like trying to air everybody's dirty laundry on the internet. Lets 
not get caught up going in vicious circles playing the blame game. It leads to 
anger and breaking up of unity. I do like how the village came together for the 
RP. We admit that those gaddos do pose a threat to safety and so may be we can 
recognize that and not approve any gaddos or construction within a certain 
distance of an intersection and if done at all to leave space from the road for 
vehicular parking. Also since we recognize it is a threat it is okay to back 
track and find safer alternatives. That intersection in Saligao is a major 
threat to public safety. and we should be talking about traffic lights or 
manned traffic control or a traffic circle, with traffic lights being the best 
solution. In the interests of Harmony and planning instead of chaos lets put 
aside our personal conflicts to work together for a better Saligao

   is granted, they charge a fee. Our NOC's are given subject to Panchayat 
approval.  All NOC's given by the   Communidade are first passed by the General 
body of the Communidade and only then given. the NOC's are all 

   "CONDITIONAL" and one of the conditions is Village Panchayat approval before 
any business is started/structure built. I     do not have to hide anything 
from anybody.2. Sad it is, how we take up for our buddies, no matter what the 
truth is! For your kind information the Cottula road has been

    a priority with many of us much before You, Joe, Darryl and some others 
were even in this Village. Check the Panchayat    records. The first time this 
road was proposed for widening was almost 38 years ago. This was done during 
the tenure of 

    Mr. Jose Cordeiro as Sarpanch and when the Cottula ward member was Mr. 
Milagrin Pinto. A road conforming to the present    cottula road alignment  was 
proposed, physically measured and marked and sent to the Government for 
completing. The

    then Government however did not take up the work, as they said they had no 
funds. Much later, as I had said in my earlier    posts, the same was taken up 
by Dr. Wilfred D' Souza (around 1994), along with the Grande Morod bypass. This 
to did not 
    materialize as the starting and part of the road in Goletem was blocked by 
some people with a stay order. There was some     commotion at  the Gram Sabha 
then, and the road was 'kept pending - to be taken up when resolved' (which 
never happened).
    Now that there was chance to get it widened and improved , do you guy's  
really expect us to just let it go ? Do any of you     actually use that  road. 
THE ROAD WORK WHICH WAS STOPPED BY THE SARPANCH ON COMPLAINTS MADE BY MR. 
    JOE D' SOUZA AND OTHERS HAS NOW RESTARTED.  This was done at the request of 
the people from this ward of Cottula,    who all  signed a written 'appeal', 
made by me and forwarded to the Village Panchayat. Dr. Willy is also one of the 
signatories
    to this,(probably the only one who does not use this road regularly) and  
All 47 others are residents of Cottula and use this     road  frequently. 3. 
The road has been left like this because first, there was this 'stop work' 
order from the Sarpanch, which later the Village 

    Panchayat body overruled at their last two meetings. The  second reason is 
that the mud and the filling put, has to really    settle-down, so that the air 
pockets and hollow places get filled up. This will happen naturally with the 
rains and I am sure

    the work should re-start soon. By the way this road now that it is widened, 
will also help in the parking rush that takes place
    during Church feast and other occassions..   4. This road was to be marked 
as a wide 6 meter road and I had personally told Ashley to do so at the 
Cottulas DR plan meeting,
     which people from Cottula had attended and was held atop of the Gym and 
Library of El Shaddai, near Victory House. I had      also told it many times 
earlier to Ashley that that road was to be widened. I absolutely stand by the 
NOC's given by the
     Communidade.  The project of the buliders (Reira Constructions) was 
already over and the road if not widened would not have     been usable for 
pedestrian traffic later ...!  5. I do not remember when it was that I walked 
out and with regard to what..?? what was the issue?? Also you mention, Keith,
     Ashley and yourself taking up issues. By all means do so - do not shirk 
and let certain things pass when there is a possibility      of those people 
defending themselves in whatever way they can. Here these people cannot speak 
for themselves (the Gaddo
     people) and are at the mercy of having to put up with whatever is dished 
out to them...even otherwise it does not really matter.6.  I was among the 
first to reach Ashley's side (within 7 minutes after he called me) and I took 
up this issue with some people
     who had intentions of taking this further..! I admire Ashley's guts and 
courage to do what he has done., but would advise him     and anyone else (in 
future) to file a police complaint and get protection before doing anything. 
Safety should be taken care
     of first as the Government will not help  in these matters...!
Please lets cut this debate. Enough group-ism we have in the village and wwe do 
not require any further factions.

bud, will call u up this evening and update u in case u dont get it, but

aparantly the gaunkars have decided about a year or so ago to give the

bandh out for people to conduct trade as they were ilegally occupiing

the bandh... alwyn.. evn that guy govindh who was there before was

illegally occupying land which did not belong to him!!!



also the gaunkars have made it clear that the temporary licences which

have been issued were given ONLY with the provision that the gaddos

would be moved intot he new market complex in whatsoever lifetime that

may come up :-(



i have asked the communidade to stop issuing more licensaes though which

austy readly complied with. he also did admit to me that yes it would

pose a trafic hazzard and yes the last gaddo which has been errected and

not yet opened could indeed pose a problem in the future..



however let me make it clear that as it was in informal discussion no

action could be taken due to lack of quorum for the communidade meeting.

what do u mean nothing needs to conform to the plan untill it is approved?



let me put it to you in builder terms that u may understand



if u start building a garage while the architect has made plans for a

swimming pool in the same place, when the plan DOES go thru will u THAN

only pull down the garage and start digging a hole?



doing somehting which is against planning is totally unacceptable and

against public interest.. i'm sorry i do not agree with the statement above

but isnt the order of getting permission being FIRST going to you'll for

NOCs and THAN only gogin tot he panchayet? that means in the future we

CAN nip things like this in the bud before it even reaches the

panchayet.... :-)

categorically said that we do not ned to follow a plan? what was the use

of the whole RP exercise? a waste of time???
