Albert, I'm not sure what we can blame for the decline of the Saligao Institute, from the once lively institution we knew in the 1970s and even 1980s. While the issues you raise are relevant, I don't think this is the whole story.
There are, in my mind, other factors responsible too. For instance: * Lack of active volunteers to run its committees. * Reluctance to open up club to wider sections of Saligao * Growing affluence in the village; who needs clubs? * Out-migration from Saligao in the 1990s, compared to in-migration of Africanders etc in the 1970s. * Decline of sport culture. * Demise of the SI library. * Clashes and fights sometimes at dances. * New centres of power in village, leading to shifting out of the Foxes Nite, etc... from SI. * Less community sports in the village, and more in-doors or TV-based entertainment. * Inflation, and remaining stuck at Rs 200 or Rs 700 "life membership" fee rates. * Changing demography of the village, specially age-wise. While we like to criticise, we must also praise the team of women who have been behind the Frank Simoes memorial children's library at the Saligao Institute. Also, if life membership fees cost Rs 700 or so (maybe less, under 12 Euros) how much do we expect out of it in these days of inflation!
