Dear Mr. Parrikar,

Heard you are principled, Tech savvy & proactively creating change.

So decided to write to you directly;

We are The C.A.I.M Society. An NGO founded in 1986, Bangalore Karnataka, by
a fellow IIT ian Mr Jayant Shah .

Jayant was a Pharma Manufacturer and among other pioneering ventures
spanning from solar energy(1981) , to scientific sericulture with
grassroots involvement, the deadiction work began early and strengthened.

Jayant belongs to a family that has dedicated their lives & intellect for
building India . He is the nephew of Dr Raja Rammana , Nuclear Scientist &
Defense Minister. While his Father, Dr. B. Shah as the Director General
Technical & Secretary Govt of India -Chemicals, build the blue print
India's now billion dollar pharma industry though policies. Here in Goa.
1962 onwards , Dr. B Shah hand held Goan industry leaders like Cosme
Matias Menzees wrt knowhow to set up the factories and get relevant
licenses for Pharma manufacturing. These were inspirational spaces & people
to look up to among so many others in those times and a desire create well
being for the deeply marginalized took seed .

Jayant was the pioneer in the field of de-addiction work and his 1st
generation recoveries have spawned a sobriety & well being revolution
with around 70 rehabs in Karnataka, Delhi, Jalladhar Rewari & Sohna..The no
of recoveries that are directly from CAIM in this period cross 1 million
human beings , and this is with no donations, no charities , no church
/relegious bodies funds. Working purely on IIT ian entrepreneurial spirit
and bare bones funding from Central Govt of India.

CAIM has worked with Govt of India - ministry of Social welfare & Justice
from 1986 to date and on projects and collaborations with WHO, UNDP,
Karnataka Police, Karnataka Road Transport organization BEL , among other
Organizations.

Mr Parrikar , we hoped this deep & continuous work we have done could be
done in Goa as well, having had patients from Goa coming to our Bangalore
center all through the decades, but with deep regret I share that we spent
3 futile years following up our proposal file .Needless to say our file
was kicked around department to department finally landing back in
Bangalore with the remarks"submitted to unconcerned department." Whispers
of Bribe of Rs 1 Crore to be paid to get a License to set up a Rehab were
also heard,...This was prior to your govt ...

Having said more than we should .

*Mr Parrikar we can:*

1. Make an positive impact on the suffering addicts /alcoholics & their
families via a dedicated Rehabilitation center-
we would need

   - Mental health License
   - support from Ministry of Woman & Child Development. (Incidentally we
are neighbors in Saligao to Dileep Parulekar the minster holding the WCD
   portfolio )

2. Formulate & Execute effective awareness programs across school &
colleges and truly make Addiction related eduction meaningful.
3. Formulate & execute awareness & sensitization programs across police and
other departments enabling themto deal with the disease of addiction in a
humane manner and guide families & affected person to health & recovery not
crime & defamation.
Hence working on 'demand reduction" through awareness eduction & social
change & recovery while govt thru its other agencies as police and
narcotics control works on supply reduction

We are a team of experience Rehabilitation professionals with ground
knowledge spanning 2 decades to work for the welfare of Goa.

We request a meeting to present the organization, founder and some of the
work we have done.
With hope to do good work here in Goa as in Karnataka & Punjab & New Delhi.

Regards,
Jayant Shah Aparna
