Thanks for the feedback.
I am actually very well aware that a lot of thought has gone into the plans for this road and also that you were initially opposing it. Nonetheless, it does not change the fact that the current proposal will be at cost of the existing wildlife.

Experience all over the world has shown that destruction of wildlife leads to destruction of quality of life for humans. It seems an illusion to think that this road can be constructed minimal damageto the environment. Ecosystems are fragileand a road will attract other constructionand human activities which will be at cost of the wildlifeand flora.

By the way, has it been researched whether the traffic accidents are caused by the lack of road or otherwise (driving conduct, drunk driving, not wearing helmets, etc.)? To my knowledge, nowhere in the world the addition of new roads has ledto less accidents. In fact, quite the opposite (see for example: http://www.ncbi.nlm.nih.gov/pmc/articles/PMC1447994).

Furthermore, it has been proven consistently that new roads do contribute to considerable health and environmental concerns, as is also pointed out repeatedly by the WHO. This is not a question of every village being selfish,the question is rather what holistic approach can be used in which development,human health and environment compliment each other. I guess even more thought, planning and domain experts have to go into finding such solution.

The ChogM road trafiic is NOT only during season, we have accidents on it almost every second day even during off season. in fact in october of last year we had 2 people lose their life in accidents due to overspeeding on this road from saligao itself. if every village stayed selfish enough to look at its own needs and not look at the broader picture, goa will stay in the dark ages. community sharing and communication is the key to this. I appeal to you to please look at the broader picture, the decision to have this road with a new alignment was not one that was taken lightly. in any case the implementation rests with the higher ups.

Over the past years I have identified and recorded more than 165 birdspecies on the Pilerne plateau. The area is is visited by several migrating birds such as Amur Falcons and the Short-Eared owl and a nesting area of various birds which are under threat including seven different types of eagles.

Besides birds, there is also a significant amount of other wildlife including various types of snakes, monitor lizards and porcupines.

With the construction of the road all this will disappear.

Is there anything that could change or even just delay these plans?

Excerpt from a recent Times of India article:

During the drafting of the Regional Plan 2021, villagers from Saligao had proposed two new bypass roads to ease the traffic on Chogm road. One bypass (proposed 40-metre Major District Road (MDR)) is through the Porvorim-Sangolda area near Hotel Gautam over the hill to Pilerne Industrial Estate and onward via Calangute hill toward Calangute church.

The other bypass is from the NH17 at Guirim via Saligao. "I'm all in favour of the bypass from Hotel Gautam via Pilerne," says Saligao sarpanch Eknath Oraskar. Almost all villagers support the bypasses. "Everybody had supported the bypasses, even villagers from the surrounding areas during drafting of the RP 2021," says Ashley Delaney, a social activist from Saligao. "Both the bypass roads are a definite need because traffic has simply become too much on the Chogm road. I don't know why the bypass roads haven't been built."

Says Naresh Kerkar, another resident referring to the Guirim bypass, "The mud road already exists, it only needs to be tarred." Another resident, Lazarus Coelho, says, "The road is definitely possible."
