Perhaps, having all public domain documents resident in Google Docs would be the way forward. Participative documents, which can be commented on by everyone prior to having the approved draft firmed up is also possible. This would enable participation of our brother/sister villagers across the world. I would be happy to be part of any team that plans this out - e.g.. We do not mind doing this initially. Later on, someone more IT savvy can design a simple blog that chronicles all official work of the Panchayat.
