All,

As Yvonne mentioned in her email below about the thief at the Calangute flat, 
since the FIR report was was not filed at the police station, this dangerous 
man was a free man after two days and is now acting so bold and arrogant.

Yes, when such cases are brought to most police stations in Goa, the police may 
discourage you from fililng the FIR report, telling that you will be needed to 
come often to the police station any time you are called and will also need to 
attend court cases, etc. 
It makes you wonder whether these cops are properly trained to do the job they 
are supposed to do, or are competent enough, or are they not interested in 
doing their job or whether they are they on the side of the criminal and don't 
care if such type of criminal cases continue.

In Yvonne's case,  thanks to Mr. Patil (retired cop of Saligao). 
He not only helped to trap and capture the thief, he also took Yvonne on his 
own bike to the poilce station, and when the cops were dissauding her from 
filing the the FIR (with the usual reasons mentioned above), Mr. Patil 
encouraged Yvonne to file the FIR and even helped in wording it out for her. 
(In fact, I would like to call Mr. Patil the Super Cop of Sailago and am proud 
to have such a person in our neighbourhood). 

Dear friends, if for any unfortunate reason you have to approach the police 
station, and if your case is strong enough, please file the FIR and help make 
Saligao a safer place to live in.

  A note of caution to everyone in Saligao. Don't leave your doors open while 
you are alone in the house. A thief entered a ground floor flat in Calangute 
while  2 senior ladies(originally from Saligao) were in the flat. No one saw 
him enter but the lady who was bedridden watched him as he entered the bedroom, 
opened the cupboard and took a bundle of cash. She was too scared to shout out. 
Fortunately a relative happened to come in just then and raised the alarm. The 
thief was arrested but let off after 2 days because the old lady did not want 
to file a complaint. A few days later this same chap was seen cooly walking 
along the road in front of the flat.


  I have experiencd the shocking incident of a notorious thief breaking into my 
house but he and his accomplice are caught. He's in judicial lock up and 
investigations are going on regd his previous crimes. Hes also wanted by the 
Karnataka police.
  It is scary to know that there are these daring criminals roaming the streets 
of our village. But on the other hand there are also many many good caring 
selfless Saligavnkars who came to my aid ,showed so much concern and offered 
help and support in different ways. I thank them all from my heart.

    Its indeed horrifying to see such house breaking happening. In a busy area 
of the village and in broad daylight for an event to happen like this shows 
that thieves are getting smarter and are keeping eyes not only on vacant homes, 
but also at the movements of the occupants.

    Just yesterday, I got a chance to talk to Saligaonetter Yvonne Vaz-Ezdani 
of Salmona, and, on asking, she narrated her recent trauma when she was a 
victim of a house-breaking and theft case earlier this month.


    It happened in broad daylight. The culprit, noting that the house was 
empty, used a crow-bar to break into the main front door lock, and then had 
quite boldly entered inside the house!


    Fortunately, the culprit got apprehended, after being trapped in the house. 
(Apparently, a retired policeman Patil was passing by, noticed, and had the 
presence of mind to bolt the front-door, thus locking the culprit within the 
house.)


    Alert neighbours (including a maid) raised the alarm. The incident happened 
between 11 am and noon, when Yvonne had just stepped out to go to Mapusa. The 
call that came through to her in Mapusa stunned Yvonne, as one would not even 
expect a house-breaking case at that time of the day! She rushed home, to find 
that the neighbours and police had surrounded the house, and caught the 
culprit, who had barricaded himself indoors, after having to break through a 
tiny part of the roofing to gain entry themselves. 

    If I understood anything wrong, Yvonne can correct me. 

    It was later found out that the culprit was involved in other out-of-State 
crime too, and was living at rented premises in Arradi, Candolim. Apparently 
the cuplrit (and possibly a woman associate) had been keeping watch on the 
house for a day or two. Only goes to show that we can't take our safety for 
granted. But of course, these things strike when we're least expecting.


    Strangely enough, another house in the close vicinity had been burgled just 
a few days earlier. If I understood right, the police had been slow on coping 
with the case, and even wanted to know whether Yvonne  herself wanted to follow 
it up in the courts. When the law is broken in a criminal case, where is the 
choice before the State on whether to prosecute or not? It is mandatory that 
such issues be followed up to their logical end.


    This is a trend which needs concern and attention. A house-breaking case by 
daytime in a busy residential locality points to extra boldness on the part of 
the culprits. Are our authorities tuned in to the situation? FN
