Dear Desmond
Kudos to the team at Saligao Garbage Struggle (SGS) for the work done
till date with regards to safeguarding the welfare of Saligaonkars and
residents of neighboring villages by suggesting appropriate measures
to the Government in its quest to set up a Garbage Treatment Plant on
the Saligao/Pilerne/Calangute Plateau for the whole of North Goa.
Yes, the team needs to be commended for their work which has been
largely silent.
Sadder still is that the Attorney of Saligao Communidade, Mr. Austin
da Gama, went on a trip to Europe organized by the Government even
though the Saligao Communidade had passed a resolution opposing the
setting up of a Garbage Treatment Plant on Communidade Land in
Saligao, after considering the pros and cons of the Government's
proposal.
I would like to correct you on this small mistake - The Communidade
(Austin, your father and even myself included in that same meeting)
passed a resolution opposing the plant /as we did not have adequate
information at hand to justify the imposition of the plant on us./ As of
date, the resolution is justified.
This trip to Europe was nothing but a bribe paid to ensure that the
plans of the Government in setting up a totally inappropriate Garbage
Treatment Plant are achieved by subverting the opposition to it from
within. Now that the bribe has been given and taken, it is payback
time. If the Attorney, Mr. Austin da Gama was convinced that the
resolution passed by the members of the Saligao Communidade was wrong,
he should have resigned from the position of Attorney before going on
the trip to Europe organized by the Government or he should have taken
permission of the members of the Communidade to do so. He by his
actions past as well as present has indicated his intention to subvert
the interests of the Communidade of Saligao from within. We, members
of the Saligao Communidade should not stand by and let this pass. We
should act quickly and decisively to remove Mr. Austin da Gama from
his position as Attorney of our Communidade before it is too late.
Desmond before we go any furthur, might I suggest that we hurl our
accusations within the confines of the communidade building where all
matters are supposed to be taken up? it is not right on your part to
make accusations on a public forum. while you are entitled to your
opinion, remember that others are entitled to theirs as well.
that being said - let me let you in on a little behind the scenes
action. Do you know that there were other names from saligao which were
suggested for this trip? My father was the first choice, (who declined
as he did not have a passport) and myself (rejected, no idea why?). Let
me inform you that Austin was in fact the second choice for going on
this trip. The criteria I was told is that they wanted someone who could
question and present the facts to the public. I do not know if anyone
elses name was also proposed. The Calangute communidade suggested a name
from its MC for going on the trip, and this was approved by the govt.
the saligao communidade did no such thing, yet BOTH communidades had
members on the trip. we cannot just say that because one was invited on
this trip - it can be taken as a bribe?
An analogy that could explain the situation - If somebody encroaches
on my property or plans to acquire my property for a purpose
detrimental to my well being, I would be well within my rights to
contest this, by appointing a lawyer. If I find out that this lawyer
is eating/dining/going on trips with the very people causing me
problems, then I should know that in the very least my lawyer has a
conflict of interest or he has been bought over. Offcourse, if he
were not convinced that I had a just case he should not have taken up
my case. After knowing the mindset of my lawyer, I would continue with
him only o my own detriment. The right action would be to remove him
and appoint another who will represent my case strongly in my favor.
I do not for a minute belive that austy going on this trip to see the
GTPs in action was in conflict with the communidade resolution. that
being said; whispers from up above have indicated that austy was chosen
by the CM because /he was the one who asked the most questions at the
initial meeting with the CM when he broached his plans to the public./
coming back to your point, just because Austin went on the trip , does
not give one the right to call for his removal from the office. I do not
think that he required permission from the communidade to go on this
trip, especially since no formal communication in this regard to the
communidade was ever made.
At this wednesday morning when the communidade was in office, a few of
us including a member from within the SGS group was there at the office
and interacted with austy wherein he told us of what he had seen and
informed us of the measures he had taken by way of recordings and
photographs to inform the communidade members at the coming meeting.
Since you were not present this wednesday, I assume you will hear this
and learn much more at this meeting on sunday.
I exhort all Gaonkars of Saligao Communidade to attend the meeting
this Sunday (08.12.13) and take corrective action in this matter or
face the consequence of loosing our Communidade lands to all SHARKS
PATROLLING THE BYLANES in Saligao and the Government.
The meeting as per the agenda prepared and circulated, will be held
primarily for austin to brief the communidade about his visit and
explain to the members present.
However let me go out on a limb here and suggest that we members of the
communidade follow the 5 fold demands that the SGS has brought out.
*blindly opposing something because we do not understand it ; will not
work, and will just invite more trouble. *
the way I personally see it is we need a GTP to rid us of garbage.
_*but*_ we need it in a location not on top of an already existing dump
that has so many issues with not just its location its location, but
also is actually a huge pit in the ground which makes it all the more
difficult for construction , court order, etc etc..... the list goes on.
