Dear Friends...
As a dog lover & supporter of the people that are actually trying to do 
something about these issues -  I felt I wanted to comment...
 Ashley is right, the dogs can not be euthanised by law and doing so carries a 
prison sentence of upto 5 years (of course never enforced but still, there is a 
law in place). The chairman of The Federation of Indian Protection Agencies, is 
well-respected lawywer and Goan, Norma Alvares. So any formal suggestion of 
killing the dogs is likely to unleash a massive legal confrontation.
Furthermore, it is important to recognise that this is man-made problem. The 
dogs are there because of garbage humans produced. Its also important to 
recognise that the stray dogs saved humans from a massive rat infestation which 
would have brought illnesses that are much harder to treat than a dog bite like 
leptospirorisis. Unknown to most people, dogs do not eat garbage but rats, 
mostly their off-spring  (Indians do not throw enough edibles away for a dog to 
sustain on). 
Since humans have created the problem, they have the moral obligation to solve 
it and by law are bound to do so humanly. Humanly solving this problem is 
sterilising and vaccinating the dogs. A dog that is sterilised and vaccinated 
is much calmer because there is no need to fight for mating and the energy they 
obtain from food can be used to remain healthy rather than mating, being 
pregnant or feeding pups.
By killing the dogs the risk of rabies increases massively because other dogs 
will come into the territory of the killed dogs. New dogs in a new territory 
will fight for surpremacy and more fights increases the risk of rabies. This 
sequence of events has been scientifically proven in a large number of studies 
including studies done by the World Bank and World Health Organisation.
In India, when a dog is sterilised the standard practice is to vaccinate the 
dog against rabies and to give it an anti-parasite medication that deworms and 
helps to prevent mange. Most NGOs that do this work either tattoo or clip a 
'done' dogs ear.... So all this talk about illness is nonsense. 
Furthermore, we also have  religious obligation to deal with animals in the 
most human manner possible. In the Laudato Si, the Pope reminds Catholics that 
“Every act of cruelty towards any creature is ‘contrary to human dignity."
He also points out that: “An inadequate presentation of Christian anthropology 
gave rise to a wrong understanding of the relationship between human beings and 
the world. Often, what was handed on was a Promethean vision of mastery over 
the world, which gave the impression that the protection of nature was 
something that only the faint-hearted cared about. Instead, our ‘dominion’ over 
the universe should be understood more properly in the sense of responsible

Just some food for thought... also Mission Rabies(MCV) is currently in town 
with a target of 20 dogs a day to be sterilised.  Like most of these issues it 
actually starts at home - get your dogs sterilised and vaccinated and sponsor 
one or two to be done and the problem will decrease rapidly. International 
Animal Rescue - IAR newly headed up by Nigel Otler does this free for those 
that can't afford and if those that can give a donation the ball keeps rolling 
so there is really no excuse. Like many issues here, it starts at home - get 
your own house in order first...

A volunteer there (Karen, I can give her number individually as she is not full 
time) is very passionate about helping to resolve dog difficulties has very 
kindly offered to book, co-ordinate sending catchers and a van to assist anyone 
in the village who has issue with stray dogs.  There are things in place they 
just need to be utilised properly and supported.

that would create more mess & problems. 
Would have thought the animals would have been rounded up & then measures would 
be taken accordingly.  Guess that doesnt work that way there eh? How would 
picking,  neutering and returning them to pavilion get rid of the problem? 
Their numbers might not increase but the animals could still be carrying 
disease & rabies down to the village & infecting others.   
Am I to understand from your mail that the so-called Organisations cant do 
"zit"? Sad & sorry state of affairs! In other words the disease carried by 
strays is not of concern to anybody & if rabies is brought from the hills to 
the village pets & humans, then that too is not a problem ..... Well.....

here) that it is illegal to just shoot the stray cattle.Organisations like PETS 
and Animal rescue, just come and pick up the animal, neuter them and return 
them back to their place where they were found.

(not mine, we dont keep animals any more) as I was pinned to the fence by same 
dog for around 10 minutes, .....the bag I was carrying saved my leg from being 
bitten as I used it as a weapon, & I used my lungs to the fullest until the 
Owner reined in said dog.  Now I am afraid to pass by that road/lane.   And 
many people have been jumped upon including a child, by same dog as well as 
others have been bitten by "home" dog, besides being frightened every time .  
If the Animal Rescue People are anything like the ones who asked the 
Saliganvkars to get the Owner to put his/her dog to sleep, then guess something 
is wrong somewhere eh?
Since I am not staying in the area at present, I cant do anything! But I 
definitely try to avoid walking that way, as even our friends on their bikes 
have been chased by the dog trying to get to their legs...huh!  
So what is the worry about the strays being sent to "kingdom come" humanely? 
Once upon a time, we used the hills of Saligao as our playgrounds, now we have 
reached the stage where we have to lock ourselves & our pets indoors.  We have 
come a long way havent we???...... at this stage & in this age!!!
Ashley, hope you & others are attending the meeting & will try to put a wrong 
right.

come any sooner!. With the Garbage treatment plant come up in saligao, and the 
garbage now capped and neatly stacked under tarpulin. the stray cattle, and 
dogs have nowhere to go, and have taken up residence down the hill in salmona, 
abreovaddo, and parts of demellovaddo.Yesterday evening, my dogs were closeted 
inside my house because there were no less than 9 stray dogs outside my house 
sleeping and growling..what can we do since I guess it would be unethical to 
put these dogs to sleep, however the danger they cause to everyone around is 
frighting.
