Thanks for all the information. Noted all. At least I now have the facts in hand .......I hope..... instead of stray sentences about stray dogs & "pet" or "home" dogs. I am still of the opinion ......my opinion of course as opposed to that of others or regarding all the laws & rules in place (anyway, will not comment on any laws nor flaunting of laws) ..... that the most humane way is to put the "stray" animals to sleep (call it what you will & I have seen this from the time I was a child of 4, not just in Goa but other places too ..the expression used was "being cruel to be kind")....this would result in their NOT foraging for their meals because they are hungry or making a mess of the garbage bins, nor being around to get to the village... By the way we have no garbage around us & the dog/s in question as I mentioned in my mail is/are pet/s..."home" dog/s. So cant force people to sterilise, vaccinate or whatever. When we had dogs, we did all, & I even put two to sleep as advised by the Vet because one got blind & was in a sorry state, & the Pup had severe MANGE which I was told was bad for the people at home. (Times have changed since then I guess!) At that point in time, there was no Animal Rescue Organisation or the rest, we depended on the Vet & rest of the time we used our brains & our humane values.... for life (whether humans or animals)..... as taught by our parents & religious orders whether priests or nuns. Rat infestation came about because of the garbage & I mentioned a few years ago about garbage atop our hills leading to all the rest.....garbage vis-a-vis rats vis-a-vis strays. Once again a reminder about there being no garbage atop our hills in days of old...Of course if the strays did a good job for all now, then - Congrats! [😉] I take it Our Luck was in??? Put all to good use.....if there are stray Cattle as mentioned in one of the mails, then they too could be used to our advantage! I did mention that The Animal Rescue People did come but put the onus on the people to do the needful. (so presumably your para about the Owners doing whatever, is right as we did in our time & now they are tied by the... "LAW"?). But then at that time, we didnt have dogs or "anything else" coming down the hills since there was no garbage on same hills. Hopefully with the Garbage Plant in place, there will be less problems.....or will it be more?..... no food up, the strays come down???[😱] I dont know about a dog-bite as I have not been bitten to date...thank goodness! but those I know who have been bitten by said dog & jumped upon wouldnt think your way nor mine, as they had a hard time with the fear (& still have fear), the pain, visits to the Dr., the injection etc. which wouldnt have been needed in the first place if "there was not such a dog or dogs in the vicinity". & there are still more people (all those who pass by the said area.....spoken to them & I am also one ....including the school students.... ) who try to see the whereabouts of the dog & try to get a few others to come along before venturing on.... A question of "there being safety in numbers?" .....humans of course, not animals!!! [😊] Yeh you are right about the duty of the Owner/Owners but ...... On a different note, I prefer to leave Religion, Christianity, Quotes, & Reminders of our Holy Father out of this discussion. Ashley is right, the dogs can not be euthanised by law and doing so carries a prison sentence of upto 5 years (of course never enforced but still, there is a law in place). So any formal suggestion of killing the dogs is likely to unleash a massive legal confrontation. Furthermore, it is important to recognise that this is man-made problem. The dogs are there because of garbage humans produced. Its also important to recognise that the stray dogs saved humans from a massive rat infestation which would have brought illnesses that are much harder to treat than a dog bite like leptospirorisis. Unknown to most people, dogs do not eat garbage but rats, mostly their off-spring (Indians do not throw enough edibles away for a dog to sustain on). Since humans have created the problem, they have the moral obligation to solve it and by law are bound to do so humanly. Humanly solving this problem is sterilising and vaccinating the dogs. A dog that is sterilised and vaccinated is much calmer because there is no need to fight for mating and the energy they obtain from food can be used to remain healthy rather than mating, being pregnant or feeding pups. By killing the dogs the risk of rabies increases massively because other dogs will come into the territory of the killed dogs. New dogs in a new territory will fight for surpremacy and more fights increases the risk of rabies. This sequence of events has been scientifically proven in a large number of studies including studies done by the World Bank and World Health Organisation. In India, when a dog is sterilised the standard practice is to vaccinate the dog against rabies and to give it an anti-parasite medication that deworms and helps to prevent mange. Most NGOs that do this work either tattoo or clip a 'done' dogs ear.... So all this talk about illness is nonsense. Furthermore, we also have religious obligation to deal with animals in the most human manner possible. In the Laudato Si, the Pope reminds Catholics that “Every act of cruelty towards any creature is ‘contrary to human dignity." He also points out that: “An inadequate presentation of Christian anthropology gave rise to a wrong understanding of the relationship between human beings and the world. Often, what was handed on was a Promethean vision of mastery over the world, which gave the impression that the protection of nature was something that only the faint-hearted cared about. Instead, our ‘dominion’ over the universe should be understood more properly in the sense of responsible stewardship.” https://laudatosi.com/watch Just some food for thought... also Mission Rabies(MCV) is currently in town with a target of 20 dogs a day to be sterilised. Like most of these issues it actually starts at home - get your dogs sterilised and vaccinated and sponsor one or two to be done and the problem will decrease rapidly. International Animal Rescue - IAR newly headed up by Nigel Otler does this free for those that can't afford and if those that can give a donation the ball keeps rolling so there is really no excuse. Like many issues here, it starts at home - get your own house in order first... IAR 9552557632 A volunteer there (Karen, I can give her number individually as she is not full time) is very passionate about helping to resolve dog difficulties has very kindly offered to book, co-ordinate sending catchers and a van to assist anyone in the village who has issue with stray dogs. There are things in place they just need to be utilised properly and supported. If the Animal Rescue People are anything like the ones who asked the Saliganvkars to get the Owner to put his/her dog to sleep, then guess something is wrong somewhere eh? Since I am not staying in the area at present, I cant do anything! But I definitely try to avoid walking that way, as even our friends on their bikes have been chased by the dog trying to get to their legs...huh! So what is the worry about the strays being sent to "kingdom come" humanely? Once upon a time, we used the hills of Saligao as our playgrounds, now we have reached the stage where we have to lock ourselves & our pets indoors. Yesterday evening, my dogs were closeted inside my house because there were no less than 9 stray dogs outside my house sleeping and growling.. what can we do since I guess it would be unethical to put these dogs to sleep, however the danger they cause to everyone around is frighting.
