You cannot kill, put-to-sleep, euthanise or otherwise deny life to the
street and stray dogs in India. Supreme court ruling - and you'd better
believe it or you're gonna face serious action!
Ideally you should get your local panchayat to work with the designated NGOs
(there are many in Goa) to spay/neuter them, start local feeding programs
for them and have them treated and well looked after. That's the correct
thing to do.
Stray and street dogs do NOT cause any problems if properly cared for and
treated well. If vaccinated and kept looked-after can in fact help solve
many problems. And they have rights too:

So - for those of you on this list that're of the opinion that "these are
stray animals & as such it would be humane to put them to sleep" and "my
premise being that the health & safety of humans come first ".... "So what
is the worry about the strays being sent to "kingdom come" humanely?"....
I beg to disagree. Please understand the law and go by the law! Street dogs
have their rights - just as you have yours.
I say this as someone who has lived in Saligao once and a current Animal
lover and activist! And I am frankly appaled at the ignorance and lack of
knowledge about something as fundamental as "mans' best friend" - on this
list!
Hopefully the meeting in Mapuca will explain this to all of you'll and I
would expect that Normal Alvares and the PFA Team will explain to you'll
what can and should be done. And how.
FYI - I'm currently working with Animal Rights people and Animal Welfare
NGOs in South Goa and elsewhere to implement humane methods to ensure that
the stray dogs and humans can co-exist peacefulu and with the least
friction. And personally I have been working with a lovely pack of 9 dogs in
my residential area in Nuvem for the last year or so - to great effect. From
everyone being suspicious and often terrified of them (as is often the case
with the unknown) - they're everyone's friends now, everyone feeds them and
the building kids have a lovely time playing with them every evening!

and I will reply. But I just had to post this as I think the info
going-around on the list is appalling! To say the least!
