Just to share an experience about what happened on Wednesday night here.

At about 2 am, the wind was blowing heavily, and suddenly the lights went
off. When the power returned, one phase was not working.

Surprisingly, the lights looked very bright.

Just thought of taking a digital multi-meter and checking the power supply.

To my surprise, the power was reading about 430 volts, and the difference
between neutral and earth was showing some 70 volts! This should be not
more than 3 volts at most, if I'm not wrong.

I phoned the 24-hour electricity complaints number (1912). They were polite.

Soon, someone from the department (probably Porvorim) angrily called back
and wanted to know whether I had complained. It must have been close to 4
am. He said crossly that the department could not sort out "individual
problems", and that no other complaints had come up from the area.

I pointed out that probably everyone else was fast asleep, but this being
my work timings I was up and feeling the pinch.

The next morning, they were on their job. By the time I phoned the Saligao
electricity office, the staff there was aware that it was their transformer
fault.

I had in the meanwhile checked with my neighbours who also confirmed that
their fridge was not coming on (naturally, given the high voltage). Some of
their electrical equipment has also blown in the meanwhile. One of our LED
bulbs burst too. What a waste!

Moral of the story: if you see something wrong, please complain to 1912.
They tend to take note of complaints and follow-up on these.
