The same night, we have lost the stabiliser of our fridge and 1 CFL bulb.
Some time ago, we lost a 1kw Servo controlled stabiliser to a similar surge.

Trying to find out from the Goa Consumer Action Network (GOACAN) what to do
about this at the dept. level.
