Really good question! The answer is: the Electricity Department. But as has been our experience, without the Alberts & Arlettes, Anands & Ankitas of the village, NOTHING gets done. Without the *constant* involvement of the local citizen in the civic life of Saligao, people in public office do things for their own personal, petty and political gains. The bottom line of course is: "If we are not part of the solution, then we are part of the problem!". Stay vigilant. Get involved. As part of 'grassroots democracy', **ALL** OF US are "supposed to do all this". Not just the MLA or panchayat members. Otherwise, we are part of the problem in Saligao...
