GOACAN protests NGPDAs action on Panjim & Mapusa ODPs

The Goa Civic and Consumer Action Network (GOACAN) strongly protests
the decision of the North Goa Planning and Development Authority (NGPDA)to keep 
the (ODP) Outline Development Plan for the Mapusa Planning Area for inspection 
by the public only at its office at Mala in Panjim and demands that immediate 
arrangements be made to display the ODP for inspection at Mapusa.
 
In a telephonic communication with Mr. Rajesh J.Naik Member Secretary 
NGPDA, GOACAN protested the decision of the NGPDA to keep the ODP 
of Mapusa Planning Area only in Panjim at its Mala office for inspection from 
10am to 12.30pm and from 3.00pm to 4.30pm. GOACAN has informed Mr. Naik that 
such a decision will make it inconveinent for residents of Mapusa to inspect 
the Plan and thereby restrict the inspection for the purpose of submitting 
objections within the period of 60 days. 
 
GOACAN also emphasised that the very purpose of keeping the ODP open 
to inspection for the public in the interest of transparency, accountability 
and participation in the planning process is sought to be defeated by this 
decision.
 
GOACAN also lodged its protest to Mr. Naik that the decision of the NGPDA to 
put such important public notice advertisements about inspections of the 
Revised Outline Development Plan -2011 for the Panaji Planning Area and the 
Mapusa Planning Area only in two newspapers namely Gomantak Times in English 
and NavPrabha in Marathi exposes the true intentions of the NGPDA of 
restricting the involvement of the public. GOACAN informed Mr. Naik that in 
public interest the NGPDA must put public notice advertisements in all the 
newspapers in the State by Monday or people will be forced to launch an 
agitation against the NGPDA.
 
It maybe noted that the NGPDA with reference to its Notification in the 
Official Gazette (Extraordinary) Series III No. 29 dated 18th October, 2007 has 
released advertisements only in today's 19th October editions of Navprabha and 
Gomantak Times
