Besides both those points, I think the time specified is the delay from the last checked item of one cycle until the next check cycle is to begin. This means yours checks could take say 10 minutes, and 5 minutes after the last one is complete then a new cycle starts.
As for number of checks, I have ~ 120 ... with about 50 dependencies.
