So it's ONE alert entry that has "when 1 time down and backup" checked?

Do you have more then one entry (main GUI) that uses winpopup?  If so could it be that it's one of the others sending a message too?

The exact send options for the alert is:

1. alert when 1 time down

2. alert when backup
