This is just my two cents, but monitoring w3svc is like taking a person's heartrate to see if they're wounded. Sure, it works - when someone's heart stops they're definitely wounded - but generally you want to catch the problem before the person's heart stops. Do a URL check on the site, and use a very short timeout, like 2 seconds. That'll tell you in advance if the service is running into trouble and running too slowly.
