If it's SNMP enabled (the router) then it should be possible to check if the line is up or not.  (most SNMP enabled routers will have an OID for the status of a "line")

Is anyone using SA to check a backup link to a router? I have an ISDN backup link to a remote office that I will like to check to it's running when the main link goes down. I already have check for the main link.
 
I am using a Bay Networks AN Router at the remote office.
