Troy, I looked at the text of the template you are using, and couldn't tell you the origin, but you should go and look at Brent's page, especially at a template type he calls "drilldown". If I understand it correctly, the template can be configured to only show an expanded view of the downed devices, with the ability to expand the view of everything else...so this would give you the capability you are seeking. You could essentially open the web page, and see immediately which devices were down.
