This may not be what your looking for but try a look at Logmon. @
logmon.bitrix.ru/logmon/eng. You can have it check a file every XXX minutes
and then have logmon do something on if it found or didn't find the file.
I've use it with a batch file and had it check the salive html file for a
down. If it found it then do x, if no down then OK...
