Maybe that one you have the sniffer (ethereal) that you also send me the traces. (offlist that is)

checked these other devices, Ethereal says they are using snmpv1.
 
when I set SA to snmpv2 I get no response from HPOV however I am unable to get the network sniffer at the moment.

Are you sure those "other" devices are only using SNMPv1 and not SNMPv2?
Did you test forcing SA to use SNMPv2?

sorry for the delay in getting back to you.
 
Finally had a chance to run Ethereal and noted that SA would send the Enterprise OID and the Object OID whenever a SA alarm event (up or down) occured.  As a comparision we examined other monitored devices on our network and noted that these devices would only send the Object OID when an alarm event occurred.  Also these other monitored devices would set the Specific Trap Number to allow HPOV to set the alarm level (Critical, Major, Minor, Warning & Normal).
 
Right now it appears as a compatibility issue between SA & HPOV so should possibly just close this event and move on.
