Dave, This has to be a permissions problem. In the past I've run into issues you are explaining (if I understand it correctly from your posts) using Psexec and triggering them from SA. I stopped doing it this way because of having to pass the credentials in clear text. But it worked given the right user with sufficient permissions to the remote machine.

The most common test for us, is testing for the SPOOLER service, and during the test with stop the service and after a while we restart the service.
