I use forfiles.exe from within a batch file that is used as an errorlevel check by Servers Alive to perform some of the items you mention in #2 below. Not as fancy as an external COM check, but it gets the job done.
I think it is somewhere in all the recent resource kits, but if you google a bit you can get the executable various places online. (Or I'll be happy to email it to you if you can accept attachments.)
